ARTICLE 3. OFFICERS AND EMPLOYEES
1-301 Organization.
The affairs of the city shall be administered by the officers and employees of such administrative divisions as may be established by the Manager. The Commission shall annually review the administrative organization of the city and approve or disapprove such divisions and staff positions.

1-302 City manager.

1-303 Administrative departments.
Administrative departments shall be created by the commission as the public business may demand. All appointments shall be made by the manager. All department heads shall make regular reports to the manager, and be ready at all times to furnish him or her with such information as he or she may require.

1-304 Officers and employees; appointment.
All officers and employees shall be appointed by the city manager, except as otherwise provided by state law or other city ordinances. The city manager is authorized to act as, and to perform the duties of any office for which he or she is qualified; and may appoint one person to perform the duties of more than one officer or employee provided their duties are not incompatible and the same is not prohibited by law or by other ordinances.

1-305 Classified service.
The classified service of the city shall include all positions in the city service except elected officials, persons serving the city as independent contractors, persons retained by the city as consultants, part-time employees of part-time boards and commissions, the city attorney and assistants, the municipal judge and the city manager.

1-306 Qualifications.
Qualifications for appointment to a position in the classified service and duties assigned to any such position shall be in accordance with rules and regulations prescribed by the Commission.

1-307 Oath.
All officers and employees of the city, whether elected or appointed, either under the laws of the state or ordinances of the city, shall before entering upon the duties of their respective office, take and subscribe an oath or affirmation as follows:
“I do affirm that I will support the constitution of the United States and the constitution of the State of Kansas and faithfully discharge the duties of (here enter the name of office), for the City of Eudora, Kansas during the term for which I was appointed.”

1-308 Bonds; appointed officers.
The Manager and such other officers as the Commission may require shall each, before entering upon the duties of their respective offices give a good and sufficient surety company bond to the city, approved by the Commission, in the amount specified herein or as shall be required by the Commission conditioned upon the officer’s faithful performance and faithful discharge of his or her respective duties. Bonds are required for the following officers: City Manager, City Clerk and City Treasurer.
