There is hereby incorporated by reference for the purpose of providing rules and regulations for the design and construction of public works projects within the City of Eudora, Kansas that certain document known as “Standard Specifications and Design Criteria” (as published by the Kansas City Metropolitan Chapter of the American Public Works Association) save and except such articles sections parts or portions as are hereafter omitted deleted, modified or changed. No fewer than three copies of said “Standard Specifications and Design Criteria” shall be marked or stamped “Official Copy as adopted by Ordinance No. 729.” with all sections or portions thereof intended to be omitted or changed clearly marked to show such omission or change and to which shall be attached a copy of this ordinance and filed with the city clerk to be open to inspection and available to the public at all reasonable hours.

Paragraph 2510.3.8.b (1) (a-d) of section 2500 (Sanitary Sewers); paragraph 2702.2 of section 2700 (Structures); and paragraphs 5601.7.B, 5606.4.A.3.b. and 5606.6.B of section 5600 (Storm Drainage Systems and Facilities) are hereby declared to be and are omitted and deleted.

The following changes are made:

Division 1-Section 1100 - General Conditions. Add the following sentence to the first paragraph of Article I: “In cases where the contract is executed by a developer, definitions may be modified in the Supplementary Conditions to accurately describe the roles of all participants.”

Division II - Section 2100 - Grading and Site Preparation. Paragraph 2102.6.F shall read as follows: “Moisture-Density Determination: In-place density and moisture content of the embankment will be determined by Nuclear Methods, ASTM 0-2922.”

Section 2200 - Paving. Add the following sentence to Paragraph 2205.3.A: “The contractor may submit an appropriate KDOT mix design for consideration by the governing authority.”

Modify Paragraph 2205.7.B.3 as follows: Delete the phrase “by order of the engineer” from the last sentence.

Add the following sentences to Paragraph 2205.B.E: “Nuclear density testing shall be provided by contractor at a minimum interval of 200 feet for each traffic lane, in areas shorter than 200 feet one test shall be provided for each traffic lane.”

Paragraph 2208.B.2 shall read as follows: “Coarse Aggregate shall conform to MCIB Section 4.”

Section 2400 - Seeding and Sodding. Add the following sentence to the end of Paragraph 2401.3.C: “Seeding may be performed outside of the periods above with the approval of the governing authority, but payment shall not be made until the contractor has established a viable, mowable stand of grass.”

Section 2500 - Sanitary Sewers. Add the following as Paragraph 2503.2.4.f (3): “Other pipe linings designed specifically for use with sanitary sewer may be submitted to the governing authority for consideration.”

Add the following as Paragraph 2504.2.3: “Contractor shall provide owner copy of agreement with property owner prior to conducting any activity on property outside of the project area.”

Paragraph 2506.2.8.d shall read as follows: “Service lines shall be extended to the right-of-way, extended vertically a minimum of four feet above proposed finished grade, and capped.”

Add the following as Paragraph 2507.3.2: “Flowable fill may be used as trench backfill with the prior approval of the governing authority.”

Paragraph 2509.6.1.a (2) shall read as follows: “The density of soil in place shall be determined by the analysis method defined by ASTM D-2922.”

The last sentence of Paragraph 2510.2 shall read as follows: “Manholes and special structures may be constructed of precast concrete sections, cast in place concrete, or (with prior approval) brick masonry.”

Add the following as Paragraph 2510.9.4: “Vacuum Testing: In lieu of the dye testing described above, the contractor may vacuum test all new manholes.”

Section 2600 - Storm Sewers. Add the following to Paragraph 2602.2.D: “Vitrified clay pipe shall be used only with prior approval of the governing authority.”

Add the following to Paragraph 2602.E: “Ductile iron pipe shall be used only with prior approval of the governing authority.”

Add the following as Paragraph 2602.2.H.5.f: “All testing shall be coordinated and paid for by contractor.”

Paragraph 2605.1.C shall read as follows: “Filter Blanket: Filter blanket may be either of the following types at the option of the governing authority.”

Division V - Section 5500 - Sanitary Sewers and Appurtenances Paragraph 5502.4 shall be modified as follows: Delete the phrase “and/or aerial mapping” from the second sentence.

Add the following to Paragraph 5502.4.A.2.c: “A minimum of two benchmarks shall be provided on, or directly adjacent to, the site for areas of 10 acres or less. Protect sites of greater than 10 acres shall require additional benchmarks. Horizontal coordinates shall be provided for all benchmarks.”

Modify Paragraph 5506.1.C as follows: Replace “24 inches” with “18 inches.”

Paragraph 5507.2 shall read as follows: “The following types of lift stations may be allowed at the option of the governing authority.”

Section 5600 - Storm Drainage Systems and Facilities. Add the following to Paragraph 5601.2.H.3: “This exemption shall be allowed one time for any given property.”

The first sentence of Paragraph 5602.2 shall read as follows: “Run-off coefficients relative to development and land use shall be based on the following values with consideration given to predominant soil types present.”

The first sentence of Paragraph 5602.5 shall be replaced to read as follows: “Rainfall intensity shall be determined from the most recent version of the KDOT Rainfall-Intensity Table for Douglas County using a time of concentration, TC.”

The second sentence of Paragraph 5604.2 shall read as follows: “Minimum design pipe size shall be 15 inch diameter.”

The first sentence of Paragraph 5605.1 shall be replaced as follows: “Permanent easements shall be dedicated to the city to provide control of open channels. Maintenance of all open channels shall be the responsibility of the property owner.”

The first two sentences of Paragraph 5606.2 shall be replaced as follows: “Easements shall be dedicated to the city to provide access for inspection and maintenance of public detention facilities. Upon acceptance of the system the city shall assume maintenance of all pipes and structures (with the exception of underground storage systems). Mowing, erosion control, silt removal, and other landscape maintenance shall be the responsibility of the property owner.”

Paragraph 5606.4.C.2 shall read as follows: “Over 10 acres: For projects more than 10 acres tributary area the owners/engineers may utilize HEC-1. Detention storage shall be based upon the allowable release rate for a 100-year storm. Rainfall distribution and storm duration shall be determined by the city engineer, based on the time of concentration provided by the owner/engineer.”

Paragraph 5606.6.A shall read as follows: “Use of SCS methods for the calculation of time of concentration and travel time is preferred. Other methods may be allowed with the approval of the city engineer.”

Paragraph 5606.7.1 shall read as follows: “Inflow hydrographs for the 2-year, 10-year, and 100-year recurrence interval design storms.”

Modify Paragraph 5606.7.4 as follows: Insert “2-year,” after “Routing curves for the.”

Add the following as Paragraph 5607.4.E.7: “Time of concentration”.

Section 5800 - Street Lighting. The second sentence of Paragraph 5804.3 shall read as follows: “Distribution cable shall be installed in conduit acceptable to the public works director.”
